In the second week of October 2026, the United States did two seemingly contradictory things: on one hand, it offered $100 million in Genesis Mission scholarships to accelerate the cultivation of domestic AI and STEM PhDs; on the other hand, it issued nine subpoenas to investigate exchange visitor visas at nine top universities, including Harvard, Yale, Stanford, and MIT. The core contradiction is that the US wants more of its own research talent but no longer wants to rely on foreign researchers; yet it cannot do without foreign talent—in 2024, 61% of computer science PhDs, 54% of engineering PhDs, and 51% of mathematics and statistics PhDs were obtained by students on temporary visas, and 47% of top AI researchers completed their undergraduate studies in China. From student visas to work visas, from exchange scholars to permanent residency, almost every hurdle is tightening. 72% of Chinese scientists feel insecure, and 61% are considering leaving. The core conclusion is: the doors closed by the US will not automatically become opportunities for China; the doors opened by China itself are the real opportunities. This competition does not depend on who closes the door tighter, but on who can build the road wider and the roots deeper.
